Regarding the request made by his Excellency by Richard Graves Mack Commell &
for reparation for the funk seized by the Custom's cruiser "Hai ching, conveyed
in
your Leopatch N. 663 of the 2nd instant, I have the honor to state that the Chinese Authorities decline to make it on! the grounds that the vefpel in question
was
captured in Chinese waters close off the mainland of bhina. I believe however
